List of applications for institution admin in Role form

The list of applications available for the Institution Admin is scoped to the list of RP's / SP's configured in the whitelist of the IdP linked to the Institution Admin. If a RP / SP has the same coin:institution_guid as the IdP, but is not present in the whitelist, then the application is not in the dropdown for new / existing roles. This will not happen often, but is possible if a SP / RP can only be accessed by eduID IdP for example.

• Add the SP's / RP's with the same coin:institution_guid to the dropdown of available applications when creating / updating a Role.
