T8/QA: licensing — noncommercial attestation + BY-NC-SA propagation (never a dead-end) #55

From live-QA 2026-08-02 @ bb2d4a7, decisions D3+D4 (docs/testing/live-qa/2026-08-02-bb2d4a7/decisions.md). HIGH priority — maintainer frames blocking standards-conformance as an engineering-ethics conflict.

Guiding principle (verbatim, D4): "you cannot follow engineering best practices if you cannot see them … we prioritize the engineering quality first and do our best to keep the publishers happy … these are not documents at all, they are computational models!"

Scope:

  • (a) Noncommercial attestation: recorded, auditable end-user assertion unlocking verbatim SEBoK rendering (clears NC); who/when/statement recorded in provenance like an approver act.
  • (b) License-flag propagation: files/records embedding SEBoK verbatim are stamped BY-NC-SA at rest (clears SA). Extend cds/core/licenses.py + render/view.py scheme_view + instance writers.
  • (c) K5 anti-fabrication dead-end stays orthogonal — no license logic in it.
  • (d) Render-license regression test (CC-BY-NC-SA → 36/36 verbatim; CC-BY → 0 verbatim, 36/36 cite-only; attestation → verbatim + propagated flags).

Attestation wording is DRAFT pending maintainer legal skim.
Closes only when feat/t8-concept-definition-app merges to main.
