- (a) Noncommercial attestation: recorded, auditable end-user assertion unlocking verbatim SEBoK rendering (clears NC); who/when/statement recorded in provenance like an approver act.
- (b) License-flag propagation: files/records embedding SEBoK verbatim are stamped BY-NC-SA at rest (clears SA). Extend cds/core/licenses.py + render/view.py scheme_view + instance writers.
- (c) K5 anti-fabrication dead-end stays orthogonal — no license logic in it.
- (d) Render-license regression test (CC-BY-NC-SA → 36/36 verbatim; CC-BY → 0 verbatim, 36/36 cite-only; attestation → verbatim + propagated flags).
