resize_image missing image argument in tf_segmentation.py causes TypeError at runtime

Description

In the t_in closure, resize_image() is called without passing the tensor
(image) as the first positional argument. This causes a TypeError at runtime
whenever TF segmentation inference is run with resizing enabled.

This is unclaimed with no PR — I'd like to take it. In the t_in closure, resize_image() is missing its first positional arg; passing tensor (already set by tf.convert_to_tensor(image) on the line above) fixes the TypeError and matches both resize_image(image, ...) at line ~191 and crop_center(tensor, ...) right below. Opening a PR.
