Can't setup widget in horizontal orientation

Steps to reproduce the bug

1. Set the tablet to horizontal orientation (locking the orientation had no effect on the problem)
2. Create a new home screen panel
3. Add the digital clock widget to the home screen (using analog clock gives the same outcome)
4. Now you can see the setup dialog for the widget

Expected behavior

The setup dialog should also be in horizontal orientation

Actual behavior

The setup dialog switches to vertical orientation.
After finishing the setup dialog, the original horizontal orientation is restored
