Deploy config server to i15-1

For rapid development and testing, it would be useful to have a local deployment of the config server on i15-1 so we can add config and test without waiting for the central config server to be re-deployed. Once users are back we should go back to using the central config server.

Acceptance Criteria

• Config server is deployed to i15-1
